How to add a Custom Build Rule to a generated project from my custom vs wizard?

Hi
I am writing a vs wizard. I wizard has created the project and added
all of the files.
I already have a custom .rules file installed on my pc.
I want the wizard to perform the following function programmatically.
I am describing the function as if
I were navigating the VS UI. I dont expect the wizard to do the UI
navigation.
1. Right click on a project
2. Select Custom Build Rules ...
3. Find the rule named "CUDA Build Rules v2.3.0"
4. Click the check box next to it
5. Click the OK button
I cant figure out how to navigate the object model to implement this
functionality.
