550 Access Is Denied

About 90% into publishing my site, the message "550 Access Is Denied" comes
up on the screen.  I click OK and the publishing concludes.  Does anyone know
what  this means?

Is there a source/database on MS or somewhere else that provides
explanations for various error messages that pop up now and then?
